Gloria Washington Wallace established Black Student Achievement Program (BSAP) in the HCPSS and the BSAP Council of Elders.

 

1997
The Council of Elders of the Black Community in Howard County (TCOE) became an independent non-profit community organization

 

2007

April TCOE Summit for Black Community Leaders on Achievement of Black Students in Howard County Public School System

 

August TCOE Summit Implementation Committee decided next summit would focus on Parental Involvement.  Committee convened.

 

October Parental Involvement Committee name changed to Black Student Family Community Network (BSFCN)

 

October BSFCN and TCOE Presentations to HCPSS Board of Education

 

2008

February TCOE official sponsorship of BSFCN for 12 months

 

June First Annual BSFCN Family Meeting and first BSFCN brochure published

 

August First BSFCN Orientation for Parent Volunteer Contacts (PVCs)

 

September  Presentation to HCPSS Principals and Vice-Principals

 

October Update to HCPSS Board of Education

 October BSFCN PVC NETWORK begins in 22 of 73 HCPSS Schools
